Jaywick: Derelict homes bulldozed
DERELICT and vacant properties in Jaywick are to be bulldozed in a bid to clean up the deprived resort.
Tendring Council has so far demolished nine “eyesore” properties in the town, which is listed as being the third most deprived ward in the country.
The council said some landowners have responded to pleas from the authority to refurbish or demolish properties in a poor condition, but it is now warning those who refuse to take action that they could face having a demolition notice placed on their property.
Lynda McWilliams, the council’s cabinet member for the environment, said: “It is a high priority to get rid of eyesore properties which are unfit for habitation or use and are having a negative impact on Jaywick.
“It is all part of the on-going efforts of a number of agencies committed to regenerating the resort.”
The council said the work, which cost £21,000 and was paid for by a Government grant to the Interaction Partnership, is part of plans to improve Jaywick and tackle a range of problems blighting the seaside resort.
A further £75 million is being sort to regenerate the whole area.
Landowners who refuse to take action to clear derelict properties can be given 42 days to respond before the work is carried out by the council.
The latest two properties to be demolished, neither of which had registered owners, were in Hillman Avenue, which was badly fire damaged, and in Morris Avenue, which had been vacant for about 12 years.
The council said it intends to carry on with the initiative and that there are currently notices in place on other properties in Jaywick.
A win win situation then as described by one of its famous Anglia TV news channels stories spokespersons last friday.
In recient years, calls made by one of its more outspoken small businessmen was to "bulldoze the lot"
That statement was met with much local anger which still resides within its community even now.
Much distrust still remains towards anyone who wants change of any sort.
The Brooklands spokesperson who apeared on TV,
who also wants regeneration,
is the same person at the head of its summer fayre programme this month.

Because the roads around the Brooklands area are too narrow for modern transport and there are none (or few pavements), it would make sense for the whole area to be cleared and a proper infrastructure to be constructed - this would mean total demolition. However, if the residents wish to keep their present homes, narrow roads and all that goes with that, then I think they should come up with one plan that suits everybody. There has been too much shilly-shallying going on in the past, not only by Councils, Government and its Quangos, and this situation is likely to continue until the people of Jaywick speak with one, and only one, voice. If the money is now available, this is the time for the residents to put forward such a plan.

Ok, roads, some are bad, some are terrible,
some are ok.
but one in Brooklands IS an adopted legal highway WITH posted 20mph speed limit.
it has clearly marked width lines, and very - very restricted at a pinch point along its length.
Ironicaly, this road is Brooklands Gardens EAST, and was adopted in the 1996
"jaywick, a chance in a lifetime"
regeneration scheme, a scheme that never quite worked out right.
Brooklands Gardens WEST is the one that features in the new fanfare of Brooklands revival...
BOTH roads ARE of the same width,
so i expect that also to be adpted and have highways status being imposed upon it

The only other road that WAS brought up to a highway standard in 1996 was Lanchester Ave,
in grasslands, and amoung its residents was one prominent member and spokesperson,
from the J S F A, now being in liquidation i believe.
Its chance in building lots more "affordable housing"
fell well short of its target, its ownership of surrounding lands/open space gets left unattended until representation to its owners gets its long grass cut, its dumped rubbish removed.
This 1996 scheme put a new access road to all parts of Brooklands / Grasslands and the new flats then onto Park Resorts holiday camp, plus of course Jaywicks best asset apart from its
£10 million pound beach,
and our own £800,000 refurbed Martello Tower.
Ironically, the part of the road that accesses the new flats/holiday camp/martello tower is privately owned/maintained ? but has granted 365 days/ year free access. (if you miss the giant pot holes)
Brooklands road itself HAS been re topped with a black two part mix quick setting slurry thats more akin to super epoxy resin glue, its not tarmac, but was chosen for the job, and it does it very well except for one giant hole near my home, that shakes, when a large vehicle or bus drives over/in the holes depths.
This road has a speed limit also.
Its also very ironic that i have much documentation on Jaywicks history, with most of the 1996
"A Chance In A Lifetime"
with written statements from all the co signaturee`s that put foreward there names, positions, companies as of *1995*
Some of which have changed very little in present day real time.
So, to recap Mynabird,

Its 1995/ 1996 chance WAS thrown away, after much promise from when historicaly its 1970 fiasco was seen and local council hatred developed ever since.

POINT CLEAR,
go look, learn and report back with your thoughts.
Same sea wall,
same type of buildings,
infact, they stand on MUCH lower ground levels than much of Brooklands, this being much higher than Grasslands then the village areas of surrounding areas.
At what point in the bulldoze Brooklands has Point Clear ever come into the equasion.
NEVER to my knowledge, plus residual house prices are much higher for Point Clear than Jaywicks simular properties.
Hype is such a small word,
but can make others believe so much..
I have visited Point Clear quite often. The caravan park is closed during the winter months, reducing the number of people at risk from bad sea/weather conditions. The chalets facing Brightlingsea seem to be subject to the same planning conditions as those in your area. There was a report in the Gazette some months ago of an owner attempting to rebuild a chalet damaged by weather conditions and the Council refused permission. The main difference between Brooklands/Grasslands and Point Clear is that there are few dilapidated non-traditionally built properties in Point Clear and no rubbish around the area. Down in the bay area, the roads are not too good, I agree, but they aren't so well used as those in Brooklands and the residents seem to prefer things as they are and are not pressing for improvements.

go and have a look/drive around the rear access road for them chalets you mentioned opposite Brighlingsea, behind the Martello Tower/museum.

At least we hold regular clean ups in Brooklands/Grasslands,
the last one a few weeks ago was helped by church volunteers,
Ivan Henderson,
the neighbourhood management team including its project manager,
jaywick forum members, golf green hall groups members and local residents including myself among others.
The total amount collected was in excess of 20 odd tonns,
and we have "old" - untaxed cars cleared under the new legislation,
and now an ongoing purge on "dilapidated" bungalows of which 9 (i believe) at this time have been demolished, with more to follow unless owners take notice of the orders now being placed upon them.
Owners now have just 42 days to respond to these orders before the work is being carried out by the council, or council instructed demolishen firms.
We have our own planning compliance officer based in the neighbourhood managers office,
in unit No. 1 at the seedbed centre in Lotus Way,
that now deals on the spot at planning or other infringements that have / are taking place, including non applied for building works.
The new move is part of wider plans to improve Jaywick, with TDC councillor Lynda McWilliams, cabinet minister for the environment,
being behind much of the new foreward thinking to improve jaywick.
