So the local MP said each party is saying "not me guv", perhaps indicating the root cause is something directly to do with the workers.
A little bird has told me the cause could be entirely something else.
It has been considered that losses from luggage in the old buildings was due to the way the luggage was handled by baggage handlers and that was something that could be designed out of the system in the new building.
That is reckoned to be the issue now, luggage is going down holes in the ground where no luggage handler can follow, very long tunnels indeed.
Ouch!
