I like the idea, but I think it should be offered as an additional course, not forced (I haven't read the article and I'm guessing here). It's always helpful if service-men can help a wider range of people, but they should have the choice to do so and a range of languages to choose from (I'd gladly pick up any languages if they were offered!)
