This is increasingly beginning to look like white collar crime, and you know how hard that is to prove.
The minister in charge of finance in Afganistan when questioned about the dissapearing billions of dollars said, "The system is to dole out the aid to one contractor who in turn gives it to another and these sub contractors line up recieving an ever decreasing amount. typically a billion dollars will result in aid reaching Afganistan in the order of one hundred thousand dollars, the rest stays in the US".
What I'm aiming at here is the great ease and practise that such operations are carried out.
IT companies supplying computers can charge what they like for out of date computers and tripe software. |
