Still dealing in double speak.
Looks on the face of it that the port operator doesn't want to pay for infraststructure improvements. Unless you read it differently Ivan?
"In addition to these external links the District has many internal transport connection issues which it is seeking to address through its Local Transport Plan. In economic development terms the lack of public transport directly affects residents’ ability to access employment and this places an additional burden on those within the more deprived areas who are unlikely to have access to their own transport. The provision of transport links between the North and South of the District do inhibit the ability of businesses located on the District’s main industrial estate at Clacton to take full advantage of the port at Harwich to access raw materials or export finished goods. This also influences any potential inward investor. The creation of a westbound exit from the A120 at its junction with the A133 for traffic travelling from Harwich to Clacton would dramatically improve this situation. Improvements to the stretch of the A133 between Frating roundabout and the Bowling Green roundabout at Weeley is also required to reduce existing high levels of congestion at certain times of the day." |

Talking this blurb over with a friend experienced in consultation, after he read it he said "just look at the size of the blurry pictures and the space around the words, whoever wrote this was struggling to say anything at all, it contains what we call, plenty of UBS"

That Jimmy Cliff got it right, did you hear him during his obituary this morning Ivan?
He said when questioned about the Conservative Parties use of one of his songs last year" No I don't have an affiliation with any political organisation because the word politics can be split into two parts, poly, meaning many and "tics" meaning a blood sucking insect".
